NOE CPC launches market engagement for next NHS laundry and linen framework

NHS North of England Commercial Procurement Collaborative (NOE CPC) has launched preliminary market engagement.

This replaces its Laundry and Linen Services Total Solutions framework (NOE.0572).

Laundry providers are being encouraged to complete a short survey to help shape the new framework: https://www.smartsurvey.co.uk/s/0KIBQA/

The new framework will comprise a complete solution that caters for both inhouse and outsourced laundry and linen service models.

The updated framework comes at a time when the sector continues to face mounting pressure. Rising costs, workforce challenges, and increasing sustainability targets are all impacting service delivery, alongside growing complexity across healthcare settings. It will include a broad range of services including but not limited to General Patient Laundry and Linen Service (Hired and Trust Owned), CE Marked Barrier Theatre Textiles (Hired and Trust Owned), Managed Services, Consultancy/Training, Installation, Repairs and Maintenance of Laundry Equipment, Provision of Commercial Laundry Equipment (Purchase and Lease), Provision of Industrial Laundry Equipment (Purchase and Lease).

Ongoing challenge of linen loss

Linen loss remains a persistent issue for the NHS, with around 4 million items lost each year. For providers, this represents a significant operational and financial burden, as well as a growing environmental concern.

However, targeted action is delivering results. In one case, a Trust reduced linen loss by 13%, returning 550,000 items to circulation through improved processes and staff engagement.

Growing role of innovation

Suppliers are increasingly turning to technology and product innovation to tackle these challenges.

RFID tracking is improving stock visibility and reducing losses, while reusable surgical gowns and PPE are helping cut waste, lower carbon emissions, and reduce long-term costs.

Informing the next framework

This feedback will help determine how future services are delivered in practice, how contracts are structured, and what additional support may be required. Please note that the survey will close on Friday 17 April 2026.

For providers, the engagement offers an opportunity to influence a future framework that better reflects operational realities and supports more sustainable, efficient service delivery.
